Well here it is the Harbinger tank the model that we'll represent a chariot of tzeentch (jetbike with heavy anti tank and infrantry weapons that is able to shoot two different targets in the same turn) Of course it will only be used in games of 1750 which I rarely play or replace the 320pt Lord Of Change in smaller games.  Wow, I like this a lot. I really like the design of this, reminds me somewhat of the Sickle from RA3.

i think a tau jetpack would look awesome here -- How Many Inquisitor's Does it Take to Screw in a lightbulb? 3! 1 to call it heretical 1 to Deny its existence 1 to screw it in!  ------------------------------ Time should not fly! it should walk like everyone else does  I'm enjoying the concept of a tank taking the place of the Lord or Change! it could lure your opponent into a sense of false security as they assault you!

Critiques
1. Where is its power plant? When you count hydraulics there isn't any real room inside the vehicle for a power plant. Also the vast majority of the other conversions for this army have some sort of vent or grill that suggests an exhaust or heat sink, I think that this guy needs one to be complete. The thing that strikes me as the best option for this would be the jet pack from a Tau Battlesuit turned upside down on the back, perhaps with some other bits as well.
2. As for the guns, the crotch cannon is great, but the arm on the top needs some more work. The front of it looks fine, but so far it is essentially just a barrel. I'd suggest using spare bits from the guns from a tau hammerhead, or a lot of spare bits from plasma cannons and other Space Marine Heavy Weapons.
3. In between the legs under the tank hatch you have room to put something. Its not crucial but consider putting some sort of energy cell type cylinder in there.
Otherwise this is your best one recently, are the legs from tomb spiders?
